I like to know how they are going to police the fans in the stands.
How do you stop someone from having a pinch or pouch in their lip and spitting into an empty cup.

Political madness! as they say the big problem is how to police it, apart from searching everyone going in to the stadiums I don't see how they could achieve this, and how is smokeless tobacco endangering other peoples health in any case?

The ballpark has never caught me with my flask or dip. So I'm thinkin' it's to "look" politically correct.

Last year at a ballgame Blue Jays and stadium security searched my satchel and my wife's purse. The guard was removing obvious medication pill bottles belonging to her and reading them. I got very angry and then he gave me a hard time about my pipe and tobacco. "All for the sake of your safety sir!" I really felt like it was an invasion of our personal privacy just to pay for the $75 cheap seats I go to once a year. No more the ballgame is free on TV.

They don't care it's just political correctness gone mad. People get offended on behalf of others.
